The topic of competences in the education of not only adults has remained interesting for several years. As the author himself states: "The new conception and modeling of the adult education curriculum is based on the competence approach, which significantly influenced educational reality at the turn of the 20th century. It is therefore necessary to theoretically, methodologically, and application-wise describe and analyze this area through an interdisciplinary lens." (p. 35).
The content of the book, as the title itself indicates, concerns competences in adult education set within the framework of education and human resource management, the ways in which they are acquired, and what influences these competences.
The publication was created in connection with the implementation of the grant project of the Grant Agency of the Czech Republic "Andragogical Model of Adult Learning and Education Based on the Acquisition and Development of Key Competences."
The monograph is divided into four chapters.
The author begins with the chapter "Key Concepts in the Concept of Lifelong Learning," where he presents the emergence and development of lifelong education and learning, the system of initial education, and in the andragogical discourse, he discusses further education.
The second chapter, "Qualification and Competences – General Theoretical Background," explains competence paradigms in the adult education curriculum, links to unemployment and the labor market in the era of globalization. It presents European strategic and curricular documents, the reform of the Czech education system, and educational goals in the context of Bloom's taxonomy.
The third chapter, "Competences in the Education Curriculum," focuses on the characteristics of the term competence, compares descriptions by several domestic and foreign authors, abilities and other sources of competence, the structure, features, and division of competences. It presents key competences in the curriculum of both initial and further education, and highlights the importance of shifting from educational outputs to educational and learning outcomes.
The fourth and final chapter is "Competence-Based Understanding of Human Resource Development and Management," in which the author concentrates on labor market requirements in the area of competences, employee development focused on the competence-based approach – CBA, professional and managerial competences, competence-based management, the creation and application of competence models in organizations, competence profiles, and human resource development.
The author's perspective on the issues stems from knowledge of a very broad range of expert information and international documents. He supports his views with comparisons to other experts (Czech and foreign) on the given topic. The clarity and illustrative nature of the text is complemented by a wealth of visual material in the form of images, tables, graphs, and appendices. The book has a pleasant format and a hard binding.
The author has been dealing with the topic for several years. In the past, he published the books Kompetence ve vzdělávání (Veteška, J.; Tureckiová, M. 2008) and Vzdělávání a rozvoj podle kompetencí: Kompetence v andragogice, pedagogice a řízení (Veteška, J.; Tureckiová, M. 2008).
The publication reinforced my opinion on the importance of developing a professional competence profile for educators working in social services and its subsequent implementation into human resource development in social services, which can lead to an increase in the quality of these services.
The knowledge presented in the book will be useful not only for experts in pedagogy and andragogy, students of these fields, but also for practitioners who are professionals in the area of human resource management.
