PREFACE
The family is one of the institutions that have a Divine origin when God created man and woman. It is the marriage bond between a man and a woman that is the basis of a family, at the same time a bond of mutual devotion and love, and in love also the offspring raised.
However, we critically state that nowadays we commonly encounter people's actions as if marriage were some kind of experiment, trial, lottery. With such an understanding, however, we cannot talk about a union, and thus we disrupt the natural, even the Divine understanding of the family.
Globalization, the pace of life, the elevation of material goods above human nature seem to have caused the entire society to find itself in a crisis. If we confirm that the family is the basis of society, then the crisis is primarily in the family. The behavior patterns of individuals that they should have acquired from their parents (mother and father) are lost, either by observing the communication between them, as well as by forming and shaping their own communication skills, principles for mutual surrender and acting full of love, which should form the basis of one's own future family. It can be the effect of several factors on individuals and the family as a whole. One of the most important factors is the legal issue of the family policy of the state, or the entire larger territory.
The more turbulence we notice in the functioning of the family, the marriage union, the more such turbulence the society also notices. The family is currently in crisis, and solving problems is not only a matter for individuals, but also for those who have been given the authority to rule, they have been given the competence to adopt appropriate tools, affecting the healthy functioning of the family. If the authority does not use its acquired competences correctly, what is the consequence in the family and thus also in society? How should family policy develop in developed Europe and what is it really like?
It is possible to find an answer to these questions in this collection of scientific and professional works that were presented at the international scientific and professional conference entitled "Family Policy in Slovakia and the European Union", held on February 28, 2013 in Žilina. The conference was organized by the University of Health and Social Work of St. Alžbety, n.o., Institute of Social Work of the Divine Mercy Žilina in cooperation with the University of Constantine the Philosopher in Nitra, the University of South Bohemia in České Budějovice, the Health and Social Faculty.
The reader is thus offered a scientific insight into the meaning of the understanding of the natural family, as the basis for the existence of the entire society, but also as a sign of resistance to the mentality of the contemporary consumer society. Furthermore, the possibilities of family solidarity and civic participation are offered, the area of violence against women as an object of family policy, an overview of maternity and parental leave from the EU's point of view is offered. If we want to solve the issue of family policy, we cannot leave out the issue of housing for young families, the legal status of the child in the family, alternating personal care from the point of view of a social worker, European models of family policy, or the poverty and marginalization of the Roma community, the perception of the family and family policy, a view of large families, analysis of family needs, etc.
All contributions demonstrated not only high expertise, but also a scientific approach in the interpretation of many findings. We note that serious warnings were presented at the conference, consisting of the spread of the liberalization of family policy from the point of view of the EU, which can only worsen the current situation of the family in Slovakia, and the family, built on a Christian foundation, seems to have become an outdated family type. In order to preserve a healthy and natural family, we reject such procedures. Professional contributions are not only interested in pointing out the real situation of family policy, but also in outlining possible solutions to a whole range of problems that affect the proper functioning of families.
Finally, we would like to thank the organizers of the international conference of the University of Health and Social Work of St. Alžbety, n.o., Institute of Social Work of Divine Mercy, Žilina, together with partners and the author of individual professional and scientific contributions.
